The Tampa Police Department is using a so-called waffle emergency to prove that approximately half of the 911 calls they get aren't actual emergencies.  The department posted the statistic and the waffle call on YouTube last week.  It features a woman informing the police that she was served raw waffles at a local Village Inn, and demanding that the undercooked breakfast food be taken off her bill.  The operator offered to send an officer out to help settle the matter, but made it clear that it was a civil rather than criminal matter.
